Hydrovac or hand digging for a Waterloo water service or sewer lateral repair? How to decide

For a shallow exposure in open lawn, hand digging a Waterloo water service or sewer lateral can be the right call. Once the pipe is more than a metre down, runs under a driveway or through mature roots, or sits within a metre of a gas or hydro service, hydrovac is faster, safer and usually cheaper once the labour is counted honestly.

Who owns which part of the pipe in Waterloo

The City of Waterloo's Water Use By-law 2013-115 draws the line for water: the pipes between the watermain and the street line, and all meters, remain the property of the City. The curb stop, the City's shut-off outside the building, is normally on the street line. From there into the house the owner installs and maintains the service, including a control valve ahead of the meter. The by-law is specific about the curb stop: it is the City's to operate, an owner can be liable for damage caused by using it in place of the control valve, and nobody may turn it on or off without the Director of City Utilities' authorisation. The by-law also gives the City teeth on leaks. If a leak is wasting water and the owner is notified, the City may shut the service off at the curb stop if repairs are not made within seven calendar days.

For the sanitary lateral the split is similar in principle, with the private portion running from the property line to the house, but the exact responsibility for a given address is confirmed with the City's utilities staff before anyone digs. In both cases the private side is the part under your lawn, your driveway and your basement floor, and it is the part a repair usually has to reach.

The safety step before any sewer dig

Before a blocked sewer is cleared with mechanical equipment, Ontario Dig Authority, formerly Ontario One Call, asks that you confirm no natural gas line runs through the pipe. The hazard is a cross bore: a gas service installed by trenchless boring that passed through a sewer without anyone knowing, which a cutting head can rupture. The same logic applies to excavating the lateral. A locate is required by law before any dig, it is free, and the standard is five business days for a single address. Enbridge Gas adds that its locates are valid for 60 days, that moved or removed marks void them, and that within one metre on either side of the marks any exposure must be by hand tools before machinery.

When hand digging makes sense

  • The leak is at the foundation wall or the curb stop, the pipe is shallow, and the locate shows nothing else within a metre.
  • The ground is open lawn, not driveway, patio or a root mass.
  • One hole of modest size will reach the repair point and the trade doing the repair is already on site.

In those conditions a plumber or a landscaper with two labourers will open the pipe in an hour or two, and a hydrovac minimum charge would be the more expensive route. A straight quote will say so.

When hydrovac wins

  • Depth. Water services in this climate sit below frost, and a lateral at the property line can be well over a metre down. Hand digging a safe, shored hole to that depth in till is slow and a confined hazard in itself; the hydrovac cuts it from the surface.
  • Services within the tolerance zone. The gas service and the hydro service often enter the house beside the water service. Hydrovac exposes all three without contact, and for electrical lines the Electrical Safety Authority's excavation guideline names vacuum excavation as an accepted method within 0.3 m (1 ft) of a marked line.
  • Roots and private lines. In Lakeshore and Beechwood a lateral runs under forty years of tree roots, irrigation and lighting wire. Water removes soil from around roots without severing them, and finds the irrigation main instead of cutting it.
  • Hard surfaces. A saw-cut slot through a driveway or walkway and a hydrovac hole beneath it disturbs far less than open excavation, and the slot trench can follow the pipe to the break.
  • Finding the break. Where a camera has located a crack but the exact depth and offset are uncertain, a daylighting hole at the camera's mark confirms it before a wide hole is opened in the wrong place.

What the dig looks like

The locate is complete and checked against the marks. If the leak is near the property line and the hole will reach the boulevard, the City of Waterloo's road occupancy permit applies before any part of the sidewalk or boulevard is occupied, with three business days' notice for work that closes nothing, five for a lane closure and ten for a full closure, plus a traffic control plan and an insurance certificate naming the City. The hydrovac cuts a hole sized for the repair, exposes the water, gas and hydro services at the wall or the lateral at the break, and the plumber or drain contractor makes the repair in the open hole. The hole is backfilled with clean granular material and compacted. The slurry leaves in the truck, because the Region of Waterloo's Sewer Use By-law 21-036 does not allow it into a storm or sanitary sewer.

What this means for your quote

A repair exposure is usually a minimum-charge job: a few hours of truck time, one disposal load, and the plumber's own invoice for the repair itself. The hydrovac operator does not fix the pipe; the plumber or drain contractor does, and the cheapest sequence is both on site the same morning so the hole does not stand open and fill with water. Depth, pavement cutting and whether the hole reaches the boulevard are what move the price; the Waterloo hydrovac cost page explains how. If the City has given you a repair notice, the seven-day clock is a reason to describe the leak and the location today rather than next week.
